What do the little numbers under the 700 mean?

The Pacific Railroad Preservation Association (PRPA) is a non-profit, all-volunteer organization dedicated to restoring, maintaining, and operating historic railway equipment of the Pacific Northwest. The association is the official caretaker of the SP&S 700.
